WebA shallow cultivator will give a seedbed if it follows a standard (or deep) cultivator, apparently you can get a similar effect with a roller, but as a field will also call for rolling after sowing, probably best done then. I cannot find anything that show any advantage of sowing into a seedbed rather than a cultivated field.
